A widespread of acceptance in Arnis not only in the Philippines but in the whole world.REPUBLIC OF THE PHILIPPINES  Republic Act 9850 An act declaring Arnis  as a National Martial Arts and Sports. EXECUTIVE SUMMARY: Republic Act No. 9850, approved on 11 December 2009, defines the indigenous Filipino martial art of Arnis and declares it as the "Philippine National Martial Art and Sport." The Act then orders the Department of Education, the National Commission for Culture and the Arts, and the Philippine Sports Commission to promulgate the rules and regulations necessary to carry out its provisions.
 The last PalarongPambansa 2012 at Lingayen Pangasinan, 17 Regions participated in Arnis events both Elementary and Secondary Division . The recent Philippine National Games PNG 2012 held in Dumaguete City, Arnis events also participated by different Regions in Senior Division. Arnis already accepted as a major sporting events in the Philippines. As a Filipino we need to promote not only in sports Arnis but our indigenous culture and arts of Arnis.      
Arnis a Traditional Art of defense and offence fighting techniques.An indigenous art of fighting in Philippine archipelago.Arnis practitioner accepted that the art not limited on stick alone, The traditional Arnis or Old  Filipino Martial arts  is a complete survival techniques, display of deferent fighting skills, bare hand, lower kicks, grappling and locking, implies deferent bladed  art of fighting techniques using short or long weapons including throwing skills , the practitioner also studied  body anatomy, practice of indigenous medicine and rituals. The art of Arnis is an expression of Filipino Traditional Culture.

           This coming  festival is a breakthrough of complete old Filipino Martial Arts, the re enactment of what the  ancient Filipino expresses the art of fighting   using replica of  bladed weapons with ethnic attire            moves with the bet of endogenous instrument perform by the expert Arnisadorin different region in the Philippines National and International Champions.Arnisaccepted worldwide by international practitioner of Martial Arts,gaining popularity to attract  tourist in the Philippines. By holding National Bladed Festival” marking the Region a complete essence of Arnis both sports, combative,  culture of arts and tradition that we can handed down and  give awareness to the new generation.A festival with cultural bearing participated by different regions in the Philippines , from Mountain Provence  of Luzon to the island of Mindanao.  Each region have there story, different  practices and rituals .
           The venue  in  Island of Panay,  at Camp Regulus  the heart of Navarro farm,  Barangay Progreso and Terra Verde  Eco Farm & Resort, San Antonio, Ajuy Northern part of Iloilo,Philippines. Some says that Panay Island   is the center of Arnis even before the time of Ten BurnianDatus who brought the bladed weapons in the  island and integrate the skill to the  native Negritos .

The Festival of Bladed will  be mark as  yearly event in the Philippine.

A.      BLADED PRESENTATION 

           A  Cultural Presentation and competition of different Filipino art  of
 fighting  using replica of  bladed weapons represented by different regions
 all over the country with ethnic attire and accompanied by live ethnic
 music. The concept came from Commissioner Jeff Tamayo of Philippine
 Olympic Committee (POC) a retired Col, during his appearance in 
 Philippine National Game 2012 (PNG) at Dumaguete City. The 
commissioner talked to Mr. Quiambao Arnis  Philippines Board of
 Director , Grand Master Vic Sanchez and Master Regulus Navarro Jr. 
of Traditional Philippine Arnis Iloilo. According to the Commissioner wish
  we have an event participated by different region expressing their 
culture  and tradition through handling of different replica of  bladed 
weapons  “ National  Bladed Festival ” and Master Navarro took 
the initiative to make the event came true.

       A.     Bladed Competition/Presentation or Anyo in Arnis;

* Individual  category - the player must render offense and defense fighting techniques  using single or double weapons ,slashing, trusting, swinging, twirling and butting accompanied with footwork’s offensive traditional form is allowed  kicking, swept, drops, rolls and jumps provided not awoshu, gymnastic or any foreign martial arts form.        
Not less than 1 minute

* Two man  presentation – the players can use any kind of weapons or shield  single or double the same as single  presentation. The player can display there art of fighting synchronizeor fight scene , disarming locking, and throwing is allowed.   
Not less than 2 minutes  

* Group Presentation- The member are not less than five, any gender young and old includingmasters. The performer will render different offence and defense  movement using different weapons fight scene or  battle formation.
Not less than 3 minutes  presentation.

 * Masters’ Challenge – ( Not Competition ) each participant  will render  not less than three (3)types of bladed weapons for the Masters’ and at least  seven (7 ) different weapons for the Grand Masters’. ( Performer will receive Masters’ or Grand Masters’  recognition certificate  signed by all Delegation head ,Officials and Dignitaries ) The organizer will provide the weapons or you can bring your own .
Not less than one minute .

 * Ritual Presentation (Night) - all club members ( no limits of participants) any Filipino rituals.  
 Not less than 3 minutes

Weapons- The player can use different kind of bladed weapons short to
 long knife to sphere  no prescribe length and size. It must be wooden
replica or metallic  provided not pointed and blunt.

       Costume - the player must wear Filipino attire representing  there
 region. jogging pants are not allowed, red Arnis pants is accepted.

Music -Live  and ethnic music the participants will do the playing of
 sounds ( the organizer will provide the instruments) 

      Violation –3 points deduction if  less than allotted time, 3points
 deduction no courtesy WalangPugayNo violation for  disarming
 (laglag) and  No line violation        

Criteria ;

Stage presents Costume, weapon,  warrior built and expression  -  20%

Degree of Difficulty and artistic execution- precise timing, speed
 , balance intent to pin down the opponent, artistic moves areal, 
drops ,swipe, kicks are allowed provided not wushu, gymnastic
or any foreign martial arts form                                                          - 70%

  Music                                                                                                                             - 10%

  Note: Voice over or narration is allowed during presentation.

B.   ARNIS FULL CONTACT EVENT

   I. QUALIFICATIONS

        1. That participating clubs  (coaches, officials and individuals and
 individual participants) are members in good standing of Arnis Philippines.

        2. The tournament is played into three (3) Divisions.
-          Elementary Division  below 13 yrs.
                     Single Match ArPI( DepEd) Rules

-          JR Division . 13 to 17 Yrs Old
                     Knock out System ArPI( DepEd) Rules

-          SR. Division 18 yrs old  and above
                     Knock out System ArPI (I Arnis) Rules

3. The participants shall meet the specific age and weight requirement upon which they will be
competing.

4. That the participants are required to fill up completely the tournament forms.

II. COMPETITION RULES
            The ArPI( Dep Ed) Rules and Regulations in the conduct of Arnis Competition shall be applied for Elementary category with single match only . The Junior category ArPI (DepEd) Rules with Knock out System. The Seniors Category ArPI (I Arnis) Rules with Knock out system.( No win no medals.)

                  Participants are required to wear the I. A. F. Standard Uniform
a.       White plain T – shirt ( athletes name, school/club, sponsors’ logo
       may appear on the back of the T- shirt provided that it does not 
      dominate the over – all appearance of the T – shirt.
            b   . Plain red pants.

C.  TRIBAL GAMES
Traditional Skills Competition ( handling of weapons)

            An ancient skill of our forefather make into competition or  tribal games
 using different real weapons proportionate and  design by best blacksmith in
 Panay Island spear/sibat /bangkaw, different designof Bolo, throwing Knife,
 Bow and Arrow, throwing Axe and large double handed Big Bolo.The
 participants  compose of male and female Two (2) from Elementary , Two (2)
 from Juniors,Two (2) from Seniors, One,  (1) Junior Instructor and One (1)
 Head Master.Total of Six (6) participants each  team. The competition will
 under go in Five (5)  deferent skills with obstacle passing through each stages.

                -      Stage One - 50 meters down hill run stop and throw a spear
                                          (sibat/bangkaw) 3 times with a distance not less
                                          than 8 meters, body size target.


                -      Stages Two -30 meters stream running stop 3 bamboo pole
                   cutting using bolo and throw a knife 3 times not less
                   than 5 meters body size target.

               -       Stage Three - 15 meters water crossing breast level axe 
                                           throwing 3 times not less than Meters  body size target.


               -       Stage Four - river banks jumping,, 30 meters run and slide for
                   life 10 meters stop shots 3times using indigenous bow
                   and arrow not less than 15 meters body size target.

Stage Five - water crossing using improvise bridge small logs 
                  10 meters distance,  slash using big bolo double handed
                   on banana stocks, shots Blow gun 3 times body size target.

I.  Rules of the Game:
           Relay type one team and one man  per round . Shortest time and
                  higher score will be the champion.
                        -    Hit with pointed edge and not fall –- 10 points each weapon
                        -    Hit any part of the weapon and fall -  5 points each weapon
                        -    No hit no points
            II. Computation:

 D. SURVIVAL SKILL COMPETITION
-          Adventure Race , 6 members 2 boys 2 girls 1 instructor 1 local guide.The  team will pass 5 station,  each participant take the identification tag. Finishing time measured at the last participant to finished. Approximately not less than 5 kilometers  up hill, down hill,  mountain ranges, passing through forested area, down stream, slight  rock climbing .

-          Day Hunting ( Mangangaso or Pangayam) 5 members 4 male 1 local guide with hunting dog. Bring home edible foods. Allotted time 2 hours. Use only Knife, bolo spear or bow and arrow , sling shots is allowed.
- Root crops, fruits and vegetables – 1 point per 100 grams
- Fish,  – 10 points per 100 grams.

-          Night stream hunting ( Panolo) 6 members 2 female 3 male1 local guide. Use only bamboo torch, knife, bolo, spear, sling shots and spear gun. Allotted time 2 hours.
- Crabs            – 1 point per 5 grams
                              - Edible snail  – 1 point per 5 grams
- Fish             – 1 point per gram
- Ell              – 10 points per gram

     Some rules will be modified during solidarity meeting, local
     guide and hunting dog will be provided by organizer with
    draw lots.

E. Protest:
        Protest and verifications should be addressed to the
 officiating table by the Team Coach or the Head of
 Delegation  only (1,000 protest fee)

F. Documentation:
        All events there will be a photo and  video coverage
 for  documentation and posted to Bladed Festival Web Site.

G. Awards Medals and Trophy:
   a. Medals will be awarded to the individual winner in Full 
         Contact event including individual Anyo for 
         BatangPinoy Division.
   b. Bladed Trophy will be awarded for the winner of  each 
        events in Bladed Presentation, Tribal Games and
        Survival Adventure.
  c. Overall Bladed Trophy and awards will be given to the
       Champion, 1stRunner  Up and 2nd Runner Up  for the
       most number winners in four events.

H. Fees:
   a. P100 for Full Contact Event and Anyo for BatangPinoy.
   b. P100 per event for Bladed Presentation
   c. P200 per Team in Tribal Games.
   d. P200 per Team in Survival Adventure.

I. Facilities and Supplies
   a. Abundant water supply for drinking are free, washing
       and bathing is not a problem swimming pool, 
       stream and waterfalls are free of charge.
   b. Wood fuel for cooking are available for free.
   c. Comfort rooms can accommodate volume of guest.

J. Accommodation:
   The organizer will provide a place to put up camping
   tent. The contingent /participants will provide their
   own Camping Equipment's for shelter.
